Master Hor had an unusual childhood as far as Jedi training goes - one that was reasonably normal. He studied the Force under his father while growing up on on the outer rim world of Alkali, allowing him to have a ordinary life - friends, family and so on. Life on Alkali was (and still is) hard - moisture farming the tundra can be complicated at best, but the experience shaped him into a hardass Jedi. Eventually he grew beyond Padawan to Jedi protector of the planet. A concerted effort between Hor and a group of concerned citizens eventually managed to clean up the planet, driving out the lawless scum and villainy that had taken root on the remote planet. Hor's job finished, he moved into mainstream Jedi society.

Eventually Hor did take on a Padawan only to have the experience turn out very poorly. The young Padawan, Lissa McLaren, turned out to not to have Dark Side leanings necessarily, but she certainly not embracing the Jedi Order's more noble ideals. She was determined to succeed at everything, even if that success involved setting up other people to fail. Hor tried to dissuade these aggressive tendencies unsuccessfully. When several people were caught up in an accident caused by negligence due to Lissa's maneuverings, Hor had it out with the young Padawan. Lissa wound up leaving the Jedi order, feeling shocked and betrayed by his response. Hor never took on another.

A decade later, Hor finds himself uncomfortably close to the mentor roll again, with the assignment to the Drighton Terminus. The assignment to oversee the incorporation of the sector into the Galactic Republic included a handful Padawan Learners. Although their masters have also been assigned nearby, Hor does interacts with the group on a regular basis. Although not his responsibility, he does find himself liking them - and that brings them closer than he feels comfortable with.
